About me
Dr Baudouin Heuninckx assumed his role as Acting Director for Industry, Synergies & Enablers as of October 1, 2025, while continuing to serve as Head of Unit Industry Strategy & EU Policies. A colonel in the Belgian Air Force Reserve, he previously served as Deputy Head of Procurement and Deputy National Armaments Director of the Belgian Armed Forces and chaired the Belgian inter-federal Public Procurement Commission.
During his long career in multinational cooperation, he played a key role in most major acquisitions programmes of the Belgian Armed Forces and contributed to the launch of the A400M military transport aircraft programme while working for OCCAR.
He has also had a prominent academic career, teaching public procurement law and management at the University of Nottingham and the Belgian Royal Military Academy. A prolific author, Mr Heuninckx has written numerous books and articles on defence acquisition and is a Chartered Procurement and Supply Professional(MCIPS).
Dr Heuninckx holds a master’s degree in engineering, a master’s degree in international politics, an LL.M. in EU Law and a Ph.D. in law, specializing in public procurement.
